Ross Israel

Appointed a Director and Chairman in June 2011. Ross is the Head of QIC Global Infrastructure which he co-founded in January 2006. It currently has over $6bn (as at 31 May 2011) invested on behalf of its clients in globally diversified infrastructure, including the Westlink M7 Tollroad in Sydney.


Ross has 20 years of experience in the field of corporate finance and funds management with specialist skills in infrastructure, capital raisings and mergers and acquisitions. Previously, Ross was with AMP Capital from 2000 to 2005 where he was the Chief Operating Officer in DUET, a listed utility fund and part of the AMP Capital infrastructure team. Prior to AMP Capital, Ross worked for ABN AMRO and BZW in their Australian Infrastructure corporate advisory teams and Ernst & Young in their corporate tax division.


Ross is currently a Director of GMTCB, a Spanish based ports operator and the Port of Brisbane, and a member of the QIC Private Capital Investment Committee.

   

Leisel Moorhead

Leisel Moorhead

Appointed a Director in 2011, Leisel is a Principal in the QIC Global Infrastructure (QIC) team which she joined in January 2008. Leisel has primary responsibility for asset management and ESG functions within QIC and coverage of the toll road sector, including QIC's investment in the Westilnk M7 Tollroad in Sydney.

Before joining QIC, Leisel had over 11 years corporate advisory and transaction experience as a senior lawyer at Mallesons Stephen Jaques. In that role, she had extensive experience in mergers and acquisitions, joint venture arrangements, acting for equity sponsors on major infrastructure projects and advising on director's duties and corporate governance.


Leisel is currently a Director of Powerco Limited, a New Zealand based gas and electricity distribution company.

   

Director Alan Millhouse

Alan Millhouse

Appointed a Director in July 2011, Alan is a Consultant for Allens Arthur Robinson and previously a partner of the firm for 30 years as a senior commercial, infrastructure and finance lawyer. Alan has provided advice on the structuring, development and financing of major infrastructure projects across a range of industry sectors for more than two decades, including drafting special tolling legislation, and providing advice on electronic road pricing mechanisms and the privacy, interoperability, enforcement and other legal and commercial issues affecting tolling regimes generally.

Alan is a former President of the Infrastructure Association of Queensland, a former President of the Banking and Financial Services Law Association of Australia and a former executive committee member of the Australian Council of Infrastructure Development and Infrastructure Partnerships Australia.

Alan is currently an Adjunct Professor in Law at University of Queensland and a Director of SunWater Limited.

   

 Director Ed Sandrejko

Ed Sandrejko

Appointed a Director in July 2011, Ed is also Chairman of the Cross City Motorway Group which he joined in 2007. He was previously Chief Executive Officer and Executive Director of the Sydney Roads Group and has held positions with Macquarie Bank working on a wide range of financing and infrastructure transactions involving major corporate and government entities.


Ed is a former Director of Interlink Roads Pty Limited (owner of the M5 Motorway), Statewide Roads Limited (owner of the M4 Motorway), Airport Motorway Limited (owner of the M1 Motorway) and Westlink Motorway Ltd (owner of the M7). He was also a Director of the Connecteast Group (developer and builder of the Eastlink toll road project in Melbourne), the Trustee of the Macquarie Bank Superannuation Fund, the Freightlink group of companies and Gorodok Pty Limited.

   

John Gardiner

John Gardiner

Appointed a Director in October 2011, John was previously appointed Acting Chief Executive Officer of Queensland Motorways Limited. With more than 40 years experience in engineering, consulting and toll road management he has been Acting General Manager of Westlink, Managing Director at ConnectEast, General Manager at Interlink Roads and Principal of Gardiner TQM, a business planning, strategy and risk management consultancy.


In his earlier career, John was Chairman and cofounder of Gardiner Willis and Associates and also held various roles in consulting engineering in Australia and the United Kingdom. He was also Chairman of the Transport Task Force of Infrastructure Partnerships Australia and founding Chairman of the National Toll Road Operators/Owners MOU Group.
